Based on article 7.4, 64.2 item (a) and (b), 83.3 and 128.2 of Law no. 03/L-073 on General Elections in Republic of Kosovo and Law no. 03/L-256 on Amendment of Law no. 03/L-073 on General Election of Republic of Kosovo and article 20 of Law no 03/L-072 on Local Elections in Republic of Kosovo, Central Election Commission on 02.07.2013 issues: ELECTION REGULATION No. 17 / 2013 VOTERS SERVICE PERIOD FOR CHANGING THE POLLING CENTER Article 1 General Provisions 1.1 This rule is aimed at assigning the voters in polling stations, the way of changing Polling Center and the publication of the Preliminary Voters List. 1.2 For the purposes of this Regulation, the List of Voters (LV) means a list of all voters entitled to vote, as defined in Article 7.1, letter a) of the Law on General Elections in the Republic of Kosovo that includes extract later available from the Central Civil Registry of all voters entitled to vote who are registered as citizens of Kosovo under the Law on Citizenship. 1.3 Allocation of Polling Centre is based at the residence of voters, where voters can change their Polling Center within the same municipality that best suits their needs. 1.4 The Central Election Commission through the Service Period Voters allows all voters to vote to change the polling station of their choice closer to their permanent residence. Article 2 Definitions 2.1 Voter Service period means the period where all eligible voters are provided with information regarding their Polling Center and have the opportunity to seek change their polling center. 2.2 Polling Center (PC) is a building in which there are one or more polling stations for the purpose of voting in elections and includes public and private space within the space of 25 meters from the door of the building. Article 3 Allocation of Voters in Polling Centers and Informing Voters 3.1 Central Election Commission after the approval of MEC requests on the establishment of new Polling Center, allocates voters in Polling Centers. 3.2 Appointment of new voters, voters who after the last election have changed addresses in the Central Civil Registry, certain voters who were allocated to new Polling centers due to the formation of new centers and voters who have voted conditionally in past elections and as a result their polling center was changed, the Central Election Commission, through notifying letters informs voters regarding their Polling Center. Article 4 Changing Polling Center in Municipal Election Commissions 4.1 Period of Voters Service allows all voters to be informed about the location of the polling station at which they were assigned and require the change the Polling Center. 4.2 Eligible voters can submit their request to change the Polling Center in the period between thirty-five (35) days after the announcement of the election date and forty (40) days before Election Day. 4.3 All eligible voters are who are included in the Preliminary Voters List, have the right and opportunity to know in which one Polling Center they are allocated. As well, if they do not fit, have the right to ask to change the Polling Center within the same municipality. Article 5 Submitting requests to change the Polling Center 5.1 Citizen with voting rights, who wants to change the polling center for the following reasons: large distance from the polling center where he \ she is scheduled to vote, obvious errors in the database, the commitment on election day or freedom the movement, may submit a request to change the polling. 5.2 Requests for changing the polling center must be submitted in offices of Municipal Election Commissions through the From to Change the Polling Center. 5.3 Form to change the Polling Center should be completed in the presence of senior municipal electoral officer, presenting one of the following identification documents. a) Valid ID b) Valid travel document c) Valid passport d) Valid driver's license 5.4 Request for change of the Polling Center reviewed and decided by the MEC within the same day of submission, in accordance with this rule and technical procedures. 5.5 After each change of Polling Centre and on a daily basis through SMEO, MEC reports to Central Election Commission regarding the requests to change PC’s and sends daily report with details of voters who wanted the change the PC. Article 6 Publication of Preliminary Voters List 6.1 In order to inform the eligible voters, and provide the opportunity to change the Polling Center, the Central Election Commission makes the Preliminary Voters List public. The voters' list will be published twice during this period. 6.2 The Central Election Commission shall prepare voters lists based on the locations of Polling Centers and provide MEC with these lists with the aim of publication. 6.3 Municipal Election Commissions shall be obliged to present voters list at any location of Polling Centers, at the entrance of the building where the MEC offices are placed and public buildings across the city. 6.4 The Central Election Commission will make public announcement of the location of voters list a through newspapers so voters can verify their polling centers. 6.5 The Central Election Commission takes care to implement a public information campaign to inform voters about the form of identification of the polling center and the right to request a change of polling center. Article7 Search engine – Where will you vote? 7.1 Central Election Commission, within the period of voters service, in the Web site of the CEC publishes a search engine. Search engine should be published on the same day of beginning of voters service period. 7.2 The search engine is used for the purpose of informing eligible to vote. Through search engine, all voters have access to information regarding their Polling Centers where they are allocated. 7.3 The search engine should be functional and available until the day of Election Day including Election Day. Article 8 Telephone line 8.1 For the purpose of informing the voters, CEC will launch a telephone line for purposes of Voter Service Period. 8.2 Period telephone line for Voter Service will be at the service of all and free of charge. 8.3 Free telephone line will enable citizens eligible to vote to seek clarifications, information and submit requests directly to the CEC. This phone line will continue to be available to during the electoral period, including Election Day.
