Based on article 64.2 item (a) and (b), article 128.2 of Law no. 03/L-073 on General Elections in Republic of Kosovo and Law no. 03/L-256 on Amendment of Law no. 03/L-073 on General Elections in Republic of Kosovo, article 4.4, article 11.2, 29.2 and article 20 of Law no. 03/L-072 on Local Elections in Republic of Kosovo, Central Election Commission on 02.07.2013 issues: ELECTION REGULATION No. 15 / 2013 EXTRAORDINARY AND EARLY ELECTIONS Article 1 General Provisions 1.1 This Regulations has the aim of regulating: competency of Central Election Commission on defining the deadlines for implementation of electoral activities, after the publication of extraordinary or early election date. 1.2 Extraordinary and Early Elections are governed by same Laws and Regulations of CEC as other elections, except CEC can change the deadlines in case this is necessary due to circumstances. 1.3 Extraordinary and Early General and Local Elections (further: Extraordinary and Early Elections) are announced by the President of Republic of Kosovo in accordance with article 4.4 of Law no. 03/L-072 on Local Elections respectively article 4.5 of Law 03/L-073 of Law on General Elections in Republic of Kosovo 1.4 Extraordinary and Early Elections cannot take place earlier than thirty (30) days and later than forty-five (45) days after the dissolution of the Assembly of Kosovo, respectively or after the circumstances that have caused the implementation of Extraordinary Elections for Municipal Mayors . 1.5 Deadlines defined in this Regulation mean calendar days. Article 2 Definitions 2.1 CEC means Central Election Commission, independent body of experts responsible for administration of elections. 2.2     Elections means elections for Kosovo Assembly of Local elections. 2.3 Municipal Election Commission (MEC) is responsible body for implementation of electoral activities within the territory of municipality. 2.4 Political Entity means political party, coalition, citizen initiative or independent candidate. 2.5 Certified political entity(es) means political entity, which can be political party, coalition, citizen initiative or independent candidate which was certified by Central Election Commission in accordance with this law and regulations of CEC. 2.6 Out of Kosovo voters means successful applicants from out of Kosovo that uses one of the ways of voting from abroad Kosovo, as it is specified with regulations of CEC; 2.7 Polling Center (PC) means the building where one or more polling stations are places with the aim of voting on Election Day and include a public space within the radius of 25 meters from the entrance of the building; 2.8 Polling station (PS) means a room, hall or similar facility that serves for purposes of voting on Election Day and also includes public space within the radius of 25 meters from the entrance of the building where the polling station is placed; 2.9 Campaign expenditure means every payment made in goods or purchase of goods, materials, work, services, whether touchable or untouchable, with the aim of direct impact on elections, made wether to support a candidate, political party, coalition or citizen initiative such as expenses for printed media advertisements, production of broadcast spots, campaign materials, including flyers, posters, buttons, exposure of advertisements, including billboards and their production, charity contributions. These expenses do not include the costs made for support of regular activity of the political entity. Goods or services paid after the campaign, for the use during the campaign are also considered as campaign expenditures; 2.10 Voters List (VL) means the list of all eligible voters as defined in article 7.1 of LGE. 2.11 Accredited observer means representative of a certified political entity, non-governmental organization, governmental and inter-governmental organization, international organization specialized and involved in protection of human rights, foreign country or media that has submitted the from for election observation and has received the approval of CEC in accordance with LGE and CEC Regulations.  Article 3 Setting terms and deadlines 3.1 CEC after the date of announcement of early or extraordinary elections shall issue and publish the decision to appoint, by date, and if necessary, by period, the timeline of events following the election procedure: 3.1.1 Deadlines for creating Voters List and the challenge and confirmation period (Articles 6.1, 7.8, 8.1 and 1.3 and LGE and Articles 2.1 of Electoral Regulation No. 2/2013). 3.1.2 Deadlines for the certification procedure of political parties and candidates (Articles 15-16, 25-26 to LGE). 3.1.3 Ballot lottery deadline which may not be later than ... days before the election, and the deadline for withdrawal from the ballot lottery (Article 24.1 and Article 28.1 and 10.1 of LGE Election Regulation No. 8/2013). 3.1.4 Deadline for substitution of candidates (Article 28.3 of LGE). 3.1.5 Deadlines for the publication of lists of certified candidates and any amendments (Article 29.7 of LGE). 3.1.6 Deadline set for the campaign spending limit (Article 39.1 and Article 2.3 of LGE Electoral Regulation No. 12/2013). 3.1.7 The duration of the election campaign and the deadlines for campaign rallies (Article 3 of LGE and Articles 4.2, 4.3, 4.4 of Electoral Rule No. 13/2013). 3.1.8 Deadlines for submission of the application for accreditation of election monitoring organizations and observers (Article 54.3, 54.4, 54.5, 54.6 and 58 of LGE and Articles 3 and 4.1 of Electoral Rule No. 7/2013). 3.1.9 Deadlines for appointing the Municipal Election Commissions (MECs) and Polling Station Committees (PSC) (Articles 67.4, 69.3, 76.2, 76.4, 77.2 and LGE). 3.1.10 Deadline for publication of Polling Centers (Article 83.1 and Article 2.1 of LGE Electoral Regulation No. 9/2013). 3.1.11 Application deadlines for registration as voters abroad of Kosovo, as well as the confirmation process terms (Article 96.1 and Article 2.4 of LGE Electoral Regulation No. 3/2013). 3.1.12 deadlines for application for registration as voters with special needs (Article 100 of LGE and Articles 2.1, 4.1, 5.1, 5.3 Electoral Regulation. No. 4/2013). 3.2 Campaign Financial Disclosure Reports will cover the period from the announcement of early or extraordinary elections until Election Day (Article 40.1 and Article 3.1 of LGE Electoral Regulation 12/2013). 3.3 Terms and deadlines that are not mentioned in Articles 2.1 and 2.2 of this rule will be the same as defined in LGE, LLE and Election Regulations of CEC. Article 4 Other Exceptions 4.1   At each polling station will serve one (1) Polling Station Committee (PSC), which will reflect the composition of the MEC, as defined in Article 4. Electoral Regulation No. 9/2013. 4.2 At each polling station one (1) helpdesk team will serve as provided in Article 6 of the Electoral Rule No. 9/2013).
