Eligibility Criteria
In order to vote in extraordinary Kosovo Assembly that will be held on December 12, 2010, you should apply to be involved to the Voters List and to prove that you fulfill certain requirements. If you are a new applicant, you need to provide photocopies of supporting documents which support your application (as noted below).
NOTE: If you successfully registered to vote By-Mail in previous Kosovo Elections or you are registered in Civil Register, you have already proven those requirements and only need to prove your identity in order to be added to the By-Mail Voters’ List.
To be included on the By-Mail Voters’ List, the criteria which need to be proven are:
1. Your Identity
2. Your Age
3. You are civilly registered in Kosovo OR
4.1 You were a Resident of Kosovo on 1 January 1998 AND
4.2 You meet certain Civil Eligibility Criteria
1. Your Identity
To prove your identity, send a photocopy of an official identification document with your photograph.
Examples: Valid personal identity document ID; a valid travel document; a valid passport, valid Kosovo drivin licene; valid IDP card; valid Refuge card etc.
2. Your Age
You must be at least 18 years old on 12 December 2010. To prove your age, send a photocopy of an official document which shows your date of birth. Photography is not necessary
Example: Same as point 1 above and/or birth certificate, a health booklet, association membership card, etc.
AND EITHER
3. You are civilly registered in Kosovo
If you are on the Kosovo Civil Registry and you can prove points 1 & 2 you are eligible to vote.
If you are not on the Kosovo Civil Registry you have to prove points 1 and 2 and points 4.1 and 4.2 below.
OR
4.1 Your Residency in Kosovo on 1 January 1998
To prove your residency in Kosovo on 1 January 1998, a photocopy of an official document issued in Kosovo any time between 1 January 1996 and 31 December 1999 will be accepted as proof. The document must clearly indicate the date and place of issue, your name (or if you were a dependent child one of your parents names – in these cases please provide documentation proving the parental relation, for example a birth certificate). No picture is necessary.
Example: health booklet, school papers or bills of municipal services sent to your address in Kosovo during this period, any other document with your with your address and date, or official refugee documents that prove your departure from Kosovo or arrival in host country.
NOTE:
If you left Kosovo prior to 1 January 1998 and if you were formally recognized on or after 1 January 1995 as a refugee as defined in the 1951 Convention Relating to the Status of Refugees, you are exempt from the 1 January 1998 residency requirement. When you apply please send proof of your status.
If you cannot prove refugee status and you left Kosovo before 1 January 1998, you are not eligible to vote by mail.
Examples: An official document from your host country confirming your status as a refugee.
AND
4.2 You can prove any ONE of the following criteria:
a. You were born in Kosovo
Send a photocopy of an official document that indicates that you were born in Kosovo.
Examples: FRY or foreign passport, FRY or foreign identification card, birth certificate, educational booklet, health card, military document, etc. )
OR
b. You Have One Parent Born in Kosovo
If one or both of your parents were born in Kosovo, you may be eligible to vote. To prove your eligibility, please send a photocopy of an official document proving your parent was born in Kosovo (as in 4.2.1) and also send a photocopy of an official document indicating your relationship to your parent.
Examples: FRY identification card, birth certificate, etc.
OR
c. You Lived in Kosovo for at least Five (5) Continuous Years
To prove you lived in Kosovo for at least five consecutive years, please send photocopies of at least two, preferably three official documents issued in Kosovo. These documents should be dated, and should include your address (if possible) and together should cover at least a five year time period. No picture is necessary.
Examples: Utilities bills or official correspondence to your address(es) in Kosovo, educational booklet, health booklet, employment booklet, etc.
OR
d. You Were Forced Out of Kosovo and Were Therefore Unable to Reside in Kosovo for a Continuous Period of Five Years
If you were forced outside of Kosovo you may be eligible to register to vote. When you apply please present evidence of being forced out of Kosovo (Example: photocopy of Official Refugee documents). With your application, please also send a photocopy of an official document issued in Kosovo with dates and, if possible, your address(es).

OR
e.You are a Dependent Child under the Age of 18 (but will be 18 on Election Day) of a Person Registered on the Civil Registry in Kosovo
If you are under the age of eighteen (18) but will turn eighteen (18) before or on December 12 and are a dependent of a person who is on the Civil Registry in Kosovo you can apply to vote. Please send a photocopy of an official document proving your identity (as in number 1 above) along with a photocopy of an official document proving the identity and civil registration status of your registered parent. (Examples: Your parent's Ministry of Interior /UNMIK identification document or civil registration receipt.). With your application, please also send a photocopy of an official document indicating your relationship to your parent. (Examples: birth certificate, FRY passport, FRY identification document, etc.)
NOTE: You must be 18 years old by 12 December 2010 in order to vote in this Election.
OR
f. You are a Dependent Adult, under the Age of 23, of a Person Registered on the Civil Registry in Kosovo and You are a Full-Time Student at a Recognised Educational Institution
If you are under the age of twenty–three (23), registered at a recognized educational institution and are dependent on a person registered on the Civil Registry in Kosovo, you can apply to vote. Please send a photocopy of an official document proving your identity (as in number 1 above) along with a photocopy of an official document proving the identity and civil registration status of your registered parent (Example: Your parent's Ministry of Internal Affairs / UNMIK identification document or civil registration receipt). With your application form please also send a photocopy of an official document indicating your relationship to your parent. (Example: Birth certificate, FRY passport, FRY identification document, etc.) You must also send a photocopy of an official document proving your full time enrollment in a recognized educational institution. (Example: Student identification document, Enrolment document, etc.).
